    LAKE ALVA - Motorists should expect traffic disruptions on Highway 83 along Lake Alva due to a Montana Department of Transportation project.     MISSOULA COUNTY - The political divide between the rural and urban areas of Missoula County were seen in the results of the District 1 County Commissioner race and the vote over referendum 130 this year. Ballot issues that saw more unity among the County were CI-190 and 118. The County has a total of 52 precincts.     SEELEY LAKE - The Veterans and Families of Seeley Lake (VFSL) began the initial construction for the new veterans' memorial kiosk in the Memorial Garden on Monday, Nov. 2. VFSL member Darryl Wolery said the replacement structure will be more weather resistant and will better maintain the names of those honored.
