Personal Sentiment V The Constitution At the tail end of the session, two contentious bills made their way to the Senate floor; HB 549 by Rep. Fred Anderson and HB 562 by Rep. Sue Vinton. Rep. Since Travis Kavulla joined forces with Gail Gutsche in 2010 the Public Service Commission has become a cauldron of political intrigue and manipulation that survives to this day; ratepayers be damned.
